Nearly a decade of history

The UN's International Civil Aviation Organization (ICAO) set up the TRAINAIR Plus Programme (TPP) to promote training collaboration for the purpose of a safe, secure, and sustainable development of the global air transport.

The TPP created the seal Regional Training Centres of Excellence (RTCEs), which is awarded to leading TRAINAIR Plus Full Members satisfying a series of high-level criteria. Such highly qualified full members are required and enabled to develop and deliver ICAO Standardized Training Packages (ITP) using ICAO provisions (Annexes and guidance material).

JAA TO is also a member of the: 

  • ICAO TRAINAIR PLUS Steering Committee (TPSC) - since its inception.
  • ICAO Coordination Group (COG) for the Language Proficiency Requirements Implementation Task Force (LPRI TF).
  • Training Policy Group (TPG) for ICAO EUR CAPSCA (the Collaborative Arrangement for the Prevention and Management of Public Health Events in Civil Aviation).

Furthermore, JAA TO has been awarded three prizes from ICAO:

  • In March 2015, an award from ICAO's Global Aviation Training (GAT) for the highest number of participants in an online Standardized Training Package (STP).
  • In December 2018, an award from  ICAO's Global Aviation Training (GAT) for the highest number of trained participants in the ICAO Training Managers Course (TMC).
  • In December 2019, JAA TO repeated their success and won the award from ICAO's Global Aviation Training (GAT) for the highest number of trained participants in the ICAO Training Managers Course (TMC) for a second consecutive time.
In its capacity as TPSC Member for eight years (2012-current), JAA TO has been pro-active and contributed in the several events of the International Civil Aviation Organization (ICAO).

In fact, JAA TO Director has either been an invited speaker or moderator of panel discussions in the following events:

JAA TO’s Business Strategist & Relationship Manager also moderated a panel:
  • at the ICAO Regional Aviation Training & Trainair Plus Symposium in Astana, Kazakhstan, in October 2017.

 The JAA TO Foundation Board

As non-profit self-financing Dutch foundation, the JAA Training Organisation has a Foundation Board charged with the management of the organisation. The Foundation Board currently consists of three Members.

Besides being a member of the JAA TO Foundation Board they all have other senior function within aviation:
Mr. Alessio Quaranta, Chairman of the JAA TO Foundation Board, is also the Director General of the Italian Civil Aviation Authority (ENAC). Mr. Quaranta also holds positions in main international organisations of the aviation field, such as EUROCONTROL, the European Aviation Safety Agency (EASA), and the International Civil Aviation Organization (ICAO). He is current acting Vice-President of European Civil Aviation Conference (ECAC), Member of the ECAC Coordinating Committee (CC). and Focal Point for Facilitation and Security as well as for Economic matters.

Appointed as Member of the JAA TO Foundation Board in December 2013. 
Mr. Mário Németh is the Director General of Civil Aviation of Slovakia and Member of the European Civil Aviation Conference Coordinating Committee (ECAC CC).

Having held various ranking roles throughout his long aviation career, Mr. Nemeth is the Director General at the Ministry of Transport and Construction of Slovak Republic since 2014.

Appointed as Member of the JAA TO Foundation Board in December 2016.
Mr. Luís Miguel Ribeiro is the Chairman of the Civil Aviation Authority of Portugal (ANAC) since July 2015.

Mr. Ribeiro began his professional career at the Ministry of Finance before holding positions in the aviation sector as member of the Board of ANA - Airports of Portugal, SA, and member of the Board of ANAM - Airports and Air Navigation Madeira SA and Managing Director of Portway - Handling de Portugal, SA. Mr. Ribeiro is Member of the European Civil Aviation Conference Coordinating Committee (ECAC CC) and the conference’s Focal Point for Safety.

Appointed as Member of the JAA TO Foundation Board in August 2019.
